The HREE New Business Lead will lead new business development for the Human Rights, Education, and Empowerment (HREE) division at Winrock International. Winrock is a recognized leader in international development and US programs, providing solutions to some of the world's most complex social, agricultural and environmental challenges. HREE currently consists of a 25-person team implementing 15 projects in 12 countries globally. HREE's technical footprint includes counter-trafficking in persons, education and youth, child labor, and gender-based violence; and a strong commitment to gender equity, social inclusion, and economic empowerment. HREE has strong, established partnerships with USAID, USDOL, and the Department of State while also focusing on growing and diversifying our donor base among other national governments, the private sector, and with key foundations to seed strategic innovation in our programming.
This role sits on the HREE Management Team, and will own and facilitate, with support from and consultation with the AVP and unit Directors, the overall new business function for the team. This would include developing: a new business growth and diversification strategy working with AVP and unit Directors; comprehensive pipelines and ensuring they remain updated and current; and HREE staff new business skills, mentorship, and training. The position also includes execution of lead proposal and/or writing roles and support for innovative project design and effective cost/partnering strategies.
The ideal candidate is driven, energetic, entrepreneurial, and highly organized, with excellent interpersonal and communication skills, and a proven track record of successful new business wins.
While this position may be based within the contiguous United States, the expectation is that the candidate will be working EST/CT
Essential Responsibilities:
- Develop, manage, and sustain a robust new business pipeline for the Counter Trafficking in Persons and Safe Migration and the Child Labor and Education teams and identified adjacencies.
- Evaluate, expand, and sustain a new business landscape analysis that informs HREE's new business growth strategy and strengthens our positioning in the market.
- Provide quality assurance on all capture and live opportunities to ensure sound strategies and decision-making, alignment with established new business best practice and donor knowledge, and sharing of lessons learned and successful strategies across HREE teams and, where appropriate, across Winrock technical teams.
- Conduct in-country capture to support new business opportunities, lead or write proposals, and design or write sections of proposals.
- Ensure talent development efforts are well defined, strategic and ongoing to build the technical new business acumen of the team, including selecting and supporting effective proposal teams, mentoring staff in new roles, and providing regularized training and mentorship.
- Manage all core new business functions including updating a monthly new business snapshot and online tracker; hosting regular or periodic new business meetings; engaging with the centralized New Business Support Unit on best practices, new business processes and required approvals; identifying and managing consultants for proposals and other new business tasks; supporting Directors in assembling proposal teams, and playing major and minor roles on proposals.
- Collaborate closely with all HREE Directors and the Associate Vice President on all new business focused efforts.
- Supervise and support a new business Program Associate
- Represent Winrock at key industry events and conferences and develop and maintain relationships with a range of prospective partners and collaborators.
Who You Are and Keys to Success:
Education:
- Bachelor's degree in international development, education, or other relevant field required, Master's Degree preferred.
Experience:
- At least 8 years of international development with at least 6 years specifically in new business development. Experience with USAID proposals required.
- Familiarity with civil society, CTIP/safe migration, education, youth and workforce development, governance, child labor or related topics required
- Success in winning USG and non-USG new business opportunities, specifically with USAID highly preferred
- Comfort in leading new business strategy development and diversification, pipeline tracking, forecasting, and analysis, supporting capture and innovative technical design, and building effective cost strategies.
- International field experience in Africa, Asia or Latin America preferred.
- Excellent verbal and written communication skills. Business proficiency in a second language preferred.
- Proven success in managing proposals, with experience in cooperative agreements and contracts preferred.
- Demonstrated leadership in proposal development for multiple USAID proposals valued at $15 million or more.
- Experience serving in key roles on complex, high-value proposals.

- High energy and zest for building a strong, multi-faceted new business function for HREE. This role interacts with the entire team, contributes to overall strategic direction and growth, and liaises with other new business functions across the organization. It's a dynamic role on a growing team that has substantive interaction with staff, partners, competitors, and consultants to achieve results.

The salary range for this role is between $124,000-$147,000 – the exact salary is determined based on overall experience, skills, and qualifications with the majority of candidates falling in the middle of the range.
